Actually for the whiteflies i would recommend neem oil spray or if whiteflies are in less quantity then u can also use liquid dish soap and water mix. Actara is mainly used for mealy bugs and powdery mildew.
Neem spray is used for preventing the plants from insects attack and Actara is used when the plants has been attacked by mealybugs or other insects. So this is the difference and you have to give both accordingly of the condition of the plants.
Dosage of Actara is 0.5gm/litre of water but we can use upto 1gm/litre of water. For agricultural crops ( vegetables, fruits, maize, cotton etc ..) v r suggesting this dosage

Thank u for you concern but According to my plant's situation it was the correct dosage and about touching my eyes , i was pretty much careful about it. But for sure i will keep your words in my mind. So stay with us.

I use a measuring spoon since eye balling can be inaccurate. It does look like way too much for that amount of water.
