I think it's dead, dragonfly nymph usually climb to high places away from water when they're about to become dragonfly so their wings can properly spread out and harden. So unless the one you found is just shedding to become a bigger nymph, it's very likely that it's dead
You should have a separate tank for them, Dragonfly larvae and adult Dragonflies are the main predators of mosquitoes. Very helpful during mosquito season

As someone who have dealt with those before: KILL IT. It will be hell if it in some way reproduced in your other fish tanks The reason I said kill it was because I have a pond with fish and it will kill the fish. Obviously you could just throw it in your neighbors pond💀

Better make sure there aren't any more in there. Dragonfly larva are extremely proficient predictors and they aren't really bothered about size so k wouldn't put it past them to try (and possibly succeed) to kill an axelotel
