in Indonesia, this game called : ku chi pa...little bit different name :p hahaha!! but a bit difference that the attacker attack in turn...1st attacker decided by same 가위 바위 보...so turn 1 A attack, and whatever happened, the B is gonna be attacker in turn 2...and then A gonna be the attacker, then B...so it's not depend with the condition of every turn...
We have a similar game in Taiwan, we call it "ji-goo-pa". It's basically the same concept, but we switch attack/defence after every hand. I noticed sometimes you could attack twice (or even three times) before attack/defence is switched, why is that?
i think it is just practice actually kids play even faster because concentration in high speed and under stress is what defines skill in this game not luck

2 years too late but it's '안 내면 진 거 가위 바위 보' which means you lose if you don't play and the first one means you're 'it' (in a game) if you don't play.
