i am trying to hook up a siren to my 12V DC car battery. Originally siren was for indoor AC plug 9V DC converter . Want to use siren two wires, + and -, hook to car battery connections for current to siren. Do I need a step down between battery and siren? Is their a device i can buy to do this? thanks for any input.
It's to smooth the current out. If you don't do it, the current will be unstable and fluctuate. By doing this, if there's ever a brief low or high point (which there definitely will be when loads are applied) the voltage output will remain steady.
First transistor that gave 9v was 7809 NOT 7805. second one was 7805 which is right. Plz check the mistake of writing.

I would suggest you use a buck converter, they're pretty cheap than you build your own one
