The fact that Belloruyssia was my Mob Flagship from early in the game, to 3 star clearing W14 and mobbing everything in Strongholds makes her my #1 I don't think there are many SSR BBs that can carry you that far into end game. Ingenious Tactician, is just a damn good skill. And the mechanics of her barrage, just the simple fact it drops twice, giving you the option to clear the initial wave, and can catch the new spaws on the second drop.. Lovely. Another thing about Vanguard is that she will always have the secured spot because of that 18% total damage debuff and may never be replaced in BB bossing team, you may have better damage dealers or faction niche BBs in future that could replace FdG, Musashi and New Jersey but Vanguard will always stay. Plus she is top tier waifu material with those cringe and funny lines.
I think Venneto deserves a spot right behind the URs. BTW Keep in mind Taihous augment when ranking the CVs, its pretty strong. About UVH: She certainly does not need to be the flagship and benefits from being off-flag. 50% reduction to reload time with only a 45% damage penalty.
She is, but that 140% main gun efficiency is really holding her back when the others are at 150%-160%. I think she's a candidate for getting a unique Augment to help her out.
Not a ton of people talk about PvP but, despite all the new fancy UR battleships, Warspite is still a beast in PvP. All the fancy new UR skills and stuff can't change the fact that Divine Marksman hits like a truck and demolishes their health and if you have it fully leveled up she fires it pretty often. She rips up backlines.
Gascogne doesn't belong here, Vettorio Veneto does. Friedrich is slightly better or on par with UvH after her Fate Sim. Musashi & New Jersey are basically in a tier by themselves. Vanguard will be top tier for a long time because of her buffs.
To get more mileage out of this Top 10 series, you can get more granular. Top 10 CC ships Top 10 W13 boats Top 10 Mobbing ships Etc Might even be interesting to see if people want information for how to build a fleet around a waifu vs all the content creators focused on META.

I wouldnt rate monarch this highly, 70% barrage proc rate is unreliable and against the current is almost useless as backline doesn't take much damage.
Great review of top rated BB for the game. I personally think you should review PR and META ships separately due to their power level and scarcity. Maybe you could make a Top Ten for BB for new players who haven't built a PR yet. I totally endorse your waifu list, that's definitely worth consideration!

The only thing i don't like about Musashi is her gun timing, maybe in future when Yamato comes out that may be solved but for now she has to wear Izumo gun to fire at least thrice against bosses(which is nice for debuffing fleets), otherwise Yamato gun beats Izumo gun even only shooting twice. But for campaing she is #1 no doubt she will carry your fleet even if you put other weak ships in the main fleet because of her taunt ability and negate ramming damage, just put a Healer and you're ready to go

The Benefit for using UVH on the side spots is because this. The first Skil she has says she fires a barrage every time she uses her main guns. Shooting your main weapons at half the time = more barrages. and the damage is only reduced by 45% so we actually gain 5% dmg per shot at 50% load speed. plus the damage of the extra barrages it just nukes. TL:DR. Even if it says she has 45% damage reduces... i know it sounds huge. Its no loss Whatsoever. Its a massive gain (Edit) I love how useful she is as a Mob Fleet BB. Specially in OpSi.
Depends on if you have a good battleship for your mob flagship already. If you don't have a good mob fleet battleship already or you struggle with mobs, I'd take Alabama. If you already have a good BB for the mob fleet, go with Taiho. Taiho is one of the strongest carriers in the game since she got her augment.

The thing with azur lane its that.. every ships work just fine . There's not really a horrible ass ship . it'll still be usable

Depends on if you have a good battleship for your mob flagship already. If you don't have a good mob fleet battleship already or you struggle with mobs, I'd take Alabama. If you already have a good BB for the mob fleet, go with Taiho. Taiho is one of the strongest carriers in the game since she got her augment.
