1st, if bill was originated and is pending in the same house, then on the dissolution of the house, the bill shall be lapsed. 2nd, if a bill was originated in the SENATE and is pending in the NATIONAL ASSEMBLY while national assembly dissolve, the bill shall not lapse. (reason: senate is the permanent house, thus the assent of the house remain uneffective of the dissolution of the lower house) 3rd, if a bill originates from the NA and is pending in either house, if the assembly dissolves, the bill shall lapse. (reason: since the assembly has dissolved, the house which presented the bill has lost its confidence which empowers them to make laws, thus the bill presented by them is lapsed.)
