Is blending solution better to use than 99% Isopropyl? Or do you use them for different applications?

I use 99% for cleaning brushes and hands. Blending solution is used to thin the inks. It is not pure alcohol

Is the snowcap white a certain kind of white? or can any white be effective on the black NARA paper? I am learning that there are different weights of white that will cause the inks to sink into resin
