The reality is your first decision is mostly made by ur ownself and then if voting happens second time, there is more chances of breaching the authenticity of vote cast. You can be approached by other groups and people might influence others when have the idea of first vote and practice in misguiding defaming the winning candidate for there own sake. His holiness mentioned one vote one person is democratic right. But if parliament people oppose sangays idea of 1 time voting it affects the fibre of democracy and authenticity.. it's like giving a second chance to cheaters...
