This train belongs to North East railway. Gorakhpur is constituency of UP CM. So they have given this coach. Southern Railway yet to allot these coaches to it's trains. 3rd AC Economy will have 83 berths against 72 in 3rd AC - LHB and 64 in 3rd AC ICF rakes. Hence its priced lower as it can take more passengers.
Also North region is mostly plain and so average speed of train is higher, which can be achieved by lhb coaches, so railway first started with north trains which runs on plains, and not because of cm yogi, even trains running in west beng al jharkhand are lhbfied. Here in tamilnadu and kerela are hilly regions, so average speed is low in south division
