The backdrop is that China is much stronger than India in every possible way. So what can India do? Either we can take the Congress approach and let China do whatever they like, or the Modi approach that we will not fight even if you push us, but if you push us beyond a point we will fight. At the end we may lose, but we will hurt you so bad that you will regret getting into a fight. What it means on the ground is that India will NOT try to get back territory which China has taken from us (assume it is lost for good, but of course the Govt can never say that), but if they try to grab more territory, we will fight. Both Swamy's & Modi/Govt's statements should be seen keeping this in mind.
