I understand why Shu came to this conclusion after Hare's death. When it all comes down to it, he was kind and considerate of everyone, not wanting anyone to feel hurt or useless. He trusted those around him blindly and wanted to help. And in the end, this led to Souta and the others betraying him for their own benefits and being selfish by trying to pull off a vaccine heist with no experience. His giving them their voids to use allowed for that to happen, which then dragged Hare and Shu into the mix to save them from their own stupidity. And then Souta dragged Hare into the open and into the crossfire and got her killed. Clearly leading with a kind heart didn't cut it, and he was made leader to save lives, not to make people feel better about themselves. This is a logical conclusion to come to after the loss of his best friend. Had he been more cold-hearted and ruthless, Hare might still be alive, even if people hated him for his cold tactics.
There was a balance to be struck that he missed but Gai was able to hit. Gai when leading was able to maintain his compassion while also having the resolve to make tough, possibly unpopular decisions. He inspired people with a considerate yet firm hand. Shu, in his grief, just became a tyrant enabling corrupt thugs to do what they wanted as long as they were “useful.” He could have implemented the ranking system while emphasizing that it was strictly temporary, and also outlined rules that forbade mistreatment due to ranking. If he really needed to use those thugs because of their voids, he at least could have assigned either overt or covert oversight monitors to ensure they didn’t abuse their power like they did.

I never wanted a side character to pay for their mistakes so bad until I met Souta. The man had the audacity to betray Shu in the end. If he honestly felt remorse for Hare’s death then he wouldn’t have
Why would the anime act like Shu was the one who deserved to be betrayed by his friends? Sure he was kind of an ass to everyone, including Ayase. But he was still grieving over Hare’s death, which was Souta’s fault. He had no right to betray Shu like that after getting Hare killed. As for that blonde rich girl, she turned her back on her family, killed her own grandfather to be with a guy who wanted to destroy the world, or rule it. And he never loved her back.
I actually much preferred Hare to Inori. Unlike most secondary love interests, Hare seemed to actually stand a chance of winning some romantic affection from Shu (if he didn’t already have any) judging by how he acted around her or responded whenever she confessed to him. I think part of him was at least just starting to realize how much she meant to him when she died. I think he could have grown to love her to a similar level to Inori had she lived, especially considering part of the reason he loved Inori was the fact that she always stood by him and believed in him, which is exactly the same reason he valued Hare so much. Hare was essentially his Lois and this was his Injustice moment. Inori was kind of a blank slate who just went along with whatever Shu did (which is understandable since she was still learning to be human). Hare actually had moral convictions and offered Shu council while trying to understand his perspective. Had Shu turned to the dark side by any other means, I think she could have been a force to bring him back, rather than just silently enable him like Inori did. Plus Hare had the advantage in my book of _NOT_ being a literal clone of Shu’s biological sister, so there’s that. Part of me does wonder how he would have navigated falling in love with two people to similar levels for similar reasons had Hare lived. But alas, poor Hare had to die for the progression of the plot, and she didn’t even get to touch his hand one last time (which really gets me).
