How to calculate Water Cement Ratio in Concrete

186kg water content 25mm slump pr tha for 20mm Aggregate size, and our requirement is for 💯 mm slump then we for 25+25+25, it means our water requirement will exceed by 9% of 186......but you go for only 6% why????
please explain?
