Why can't the 2nd div be all full time teams, that's the way to go, if clubs can't afford then they get no central funding money, too many clubs now are just coasting along, we should be looking at franchise clubs aswell, Dublin, Glasgow/Edinburgh, etc

Mergers should be back on the table and there should be a single 16 team fully franchised league of full time players as the NRL model
