I honestly believe that the Beast Form is something that’s always been a part of Gohan, it’s basically all of this hidden power within his rage now personified into this form. Every time we see Gohan get angry and get a rage boost as a result that’s basically hints of Beast within him, inside this cage that he keeps locked inside his mind in fear of losing control. But with the help of Elder Kai Gohan’s ultimate form acted as the key to unlocking that cage and letting the Beast out on his own, taming it and unleashing its power to the fullest which is honestly monstrous. Gohan even described it in the manga against Broly as he almost losing control before quickly taking back control as soon as the transformation is complete, his now truly mastered his rage as while his white and spiky hair could be a form of stress and his red eyes being a sign of irritation, his in control and not losing himself to his rage which I think adds a lot of character development to him.
You could very much be right but with xenoverse 2 making the form free to Everyone downplays the form being special to Gohan but yet the game isn’t exactly canon but still it’s something to think about

My thoughts is that we know that hybrid saiyans have more potential than a regular saiyan. Given the fact that Gohan trained with the Kai’s, I’d say Beast is the maximum potential Gohan achieved so far, possibly the strongest form without god ki. We know Goku and Vegeta obtained god ki & since they were pure saiyans, it’ll take them more to handle the power and grow. With Gohan’s potential it may have increased his power to match the power of the gods.
That could be possible but I just find it hard that Gohan doesn't have god ki or at least beast form not being a god transformation since it seems like an extention of mystic and he got the form from Elder kai and he is a god
Hey Here‘s an idea if you like to use it what if tien was more relevant Before the start of z and probably also after tien was the strongest human (probably due to the lore book explaining that tien is part alien) and before piccolo and vegeta got more relevant also the strongest human. And sometimes It feels like they could have make more out of tien So it could start as early as Radditz first picking up Tien‘s power level due to him training than the one of piccolo and then goku In the fight against radditz before gohan breaks out the ship tien and goku are severely wounded given that there would be three opponents with tien radditz would fight more seriously which leads to their sacrifice and to them training together by king Kai where he is able to pick up Kaioken and also a way harder training (due to the gravity increase) As for their wish to bring them back for the fight against the saiyan: they wish to bring those people back that have fallen in the fight against radditz one year ago (which includes both of them) And for later on in the story maybe he can get ultimate or at least some of it‘s potential unlocked in the Namek Saga
A fighters potential grows even after it’s unlocked it can still grow. A great example of this would be Gohan. Although elder guru unlocked his potential the elder Kai was still able to unlock more since Gohan power level had grown tremendously.

So, of someone had to unlock Goku and Vegeta 's potential, as of now, they would actually get a small boost. When the elder Kaiohsin did, he have him the optimized potential he would have had, if he trained for 16 years in the best way possible for him

Future Trunk had Kai training and was an apprentice Kai and his power up was just a Rage boost. 3 - Beast is just Gohan's everything into one form. Not just his human side but his Saiyan side, and he emotions all in a single form. 4 - Beast is NOT stronger than Goku UI. Goku was not really taking the fight serious and ended it with a single blow to Gohan. If anything, it may be on par with UI Goku in the ToP, but not current MUI Goku.

You could argue that since manga and anime have different abilities and how they worked, Whis's statement has no effect since it was from the manga and Xenoverse based the setting from the anime, but given how nonsensical Xenoverse story is and canonically, no races have have the same power and transformations as that of Saiyans, I doubt they can transform to use UI. I believe Beast is unrelated to Ultimate, but it's another potential unleashed form, similar to Super Saiyan 4, and can stack on top of other potential unleashed states, Ultimate included. I believe this due to Toriyama's statement never connect it with his Ultimate form, but a seperate transformation based on his rage. My theory is that as his rage was awakening more and more, the rage was developed to the point it can manifested as a rage-based transformation that different from Super Saiyan, stemming from Gohan's talent like Whis said in the manga.
