In my own opinion, congressmen in the house of representatives should also be having an ON LIVE - OPEN PUBLIC HEARING with regards to the annual budget proposals to disclose everything and how transparent are they in terms of liquidations, the breakdowns of expenditures, financial matters, etc. where the money goes! It's the right of the Filipino citizens to know the amount and figures on how they are going to spend their budget to make it fair like any other heads of the institutions or agencies.

Their performance here in this hearing does not reflect their due diligence and capabilities to do their primary functions. They seemed flustered everytime they were questioned. I agree with the question of timeline , ang tagal ng 180 days to get the result on detailed expenditures ng isang ahensiya. Nakalimutan na ng tao ang issue, hindi parin nila tapos ang hinihinging report ng Congress? Kaya hindi mawala ang korapsiyon dahil sa ganitong sistema . Sadya bang pinagtatagal nila hanggang sa mawala na ang issue at in the end hindi na nila kailangan pang mag provide ng report then they just move on waiting for the the next issue ulit. Confidential nga e, and that is approved by the congress from the past bugdet proposal, so basically kasalanan ng congress kung bat nila inapprove, and 1st and foremost in even budget hearing the one who proposed the budget would state the purpose of the said proposal and defend it, which means the past budget hearing which was last last year pa alam na ng congress kung magkano and for what purposes except sa confidential fund, budget ng ovp that year and na approve na nila.
They have the rights to know where the funding went except sa confidential fund, but that liquidation was made by the COA not the OVP itself, therefore nasa COA na kung ilalantad nila.

We're talking lots and lots of money here to scrutinise each agency kung saan ba napupunta ang pera ng mga taxpayers. Their performance here in this hearing does not reflect their due diligence and capabilities to do their primary functions. They seemed flustered everytime they were questioned. I agree with the question of timeline , ang tagal ng 180 days to get the result on detailed expenditures ng isang ahensiya. Nakalimutan na ng tao ang issue, hindi parin nila tapos ang hinihinging report ng Congress? Kaya hindi mawala ang korapsiyon dahil sa ganitong sistema . Sadya bang pinagtatagal nila hanggang sa mawala na ang issue at in the end hindi na nila kailangan pang mag provide ng report then they just move on waiting for the the next issue ulit. Same delaying tactic again, it's like a vicious cycle of idleness and lazyness?
