I came across St. Claire as I was looking for a city which both has skyscrapers and suitable for older PCs (you said that it becomes laggy with time, but some forums say that it's less laggy than Bridgeport anyway lol). I know that it's such a late reply, but I broke my computer a year ago and lost my save file that had the populated St. Claire version. Now, when I download it, it says I have no expansion pack data, but I have all the expansion packs. Do you have all the stuff packs? Is that maybe the problem. Im not sure why it worked for me before but not anymore :(
i had to do more googling to find it but someone has it online called transparenttimetraveler // i had to redownload it or find a new one i can’t remember
