You said that a fugu fish isn't dangerous when raised in a carefully controlled and heavily filtered tank. I didn't even bother right now to even google this stuff, but wouldn't it be obvious to have fugu fish raised in tanks and skip all the unnecessarily scary "you might kill people" preparation?
Melody Williams But the "you might kill people" aspect is probably a part of the fugu experience and is a traditional thing, and tradition is really important to japanese people. Also, maybe they are really difficult to raise in captivity, idk

Literally you are more important and have more functional purpose than the Japanese Emperor, so if it is too risky for him, then you should not be gambling your life away either.
