Last year I retired to Sayre PA, Bradford County (north of Williamsport PA and west of Binghamton NY.) It's an area with substantially lower housing and property taxes and crime rates than any of the areas mentioned in this video. It also has a major regional hospital and clinic to meet any medical needs.
Carlisle's not in the southwest of PA; it's south central.

All of these locations still need to be more open for my taste. I'm looking for a more rural area.

The LGH is part of University of Pennsylvania not PennState but great video nevertheless!
Penn State Health is Penn State Health and not University of Pennsylvania.
The average home in Lancaster is not $171,000 unless you live in the city and that most likely will not be very nice. Move to suburban Lancaster and the prices go up exponentially. We do have very good medical care and a lot of traffic.
Seems funny you picked all these cities, a lot of people are moving away from these areas and head north to Tioga county.

Gettysburg? Won’t work for me. Years back my work route was through Gettysburg. Saw more confederate flags than when I lived in the south. Maybe things changed in ten years.🤷🏿♂️
It’s pronounced “LANK-uh-ster”.
Been vacationing there since the 1960s and you can instantly tell who’s not local or isn’t familiar with the area by the pronunciation.
Lancaster is NOT in central Pa State College IS CENTRAL PENNSYLVANIA!!!
A UPMC hospital is NOT a selling point for any locality. You’re better off dying than going to one.
