Mam all molecules vibrate or rotate but if their rotation or vibration frequency is matched to IR frequency then they are called IR active otherwise they are IR inactive. Other radiations instead of IR don't have ability to do vibrational or rotational transition that's why in case of other radiations we don't study the vibration of functional groups.(If I am wrong then correct me right now).

UV visible spectroscopy is i think absorption as well as emission spectroscopy (partially) i think when the atoms absorb radiation they get excited and thus they do transitions and thus emits radiation, and since Lambert beer's law is also applicable in UV (which is applicable to only absorption spectroscopy)...
