To tune a weapon, you need two of the same skin along with the require Weapon TP. Except for Diamond grade skins. Diamond grade skins were introduced into the game after I made this video. With Diamond grade skins, there are two slots that can be tuned that don't require you to have duplicate skins. Diamond grade skins also give you the most Troop Power when tuned. So, I suggest you check your inventory to see if you have any Diamond grade skins and if you do then you should tune them.
My video tutorial on Weapon tuning is a bit outdated. Valofe have since slightly changed the way tuning is conducted. The green bar can no longer decrease after tuning, which is a good thing.
To unlock special costumes, you need the required Character TP along with 3 Gold Characters. You mentioned that you have a Gold Elena. You need 2 more Gold Elenas to unlock one of her special costumes. You can obtain them from the market or by using a Gold Time Extension ticket on a temporary Gold Elena in an attempt (1% chance) to turn it permanent.
