In the Philippines, moms or dads would tell their child/children "if you behave badly, the security guard [of the mall] will take you to jail" (as a 6 yr old child who was behaving like a carefree child, it was scary)
You can't teach a child to NEVER hit anyone then turn around and HIT them when they aren't doing what you want them to do. Even adults need to use their WORDS to communicate to a child that they have done something unacceptable. You punish them by taking away a toy or not letting them have dessert. You don't hit them to get them to comply. That sends a mixed message.
