The cameras show the behavior of Policing. It’s getting better because officers are kept somewhat honest with the camera footage but they are just making adjustments to keep violating people as usual. Since the officer used the phone in an official capacity any citizen should be able to do a records request. It could possibly fall under the Freedom of Information Act (FOIA).
The San Rafael Police Department has stated on a number of occasions that these events do not properly reflect them. On one occasion they picked up a homeless man (in San Rafael) and then drove him across the Golden Gate Bridge and dropped him off in San Francisco. Now you have this event which looks to be an excessive and unnecessary use of force. At what point will the statement "this does not reflect us" no longer apply? How many times can you play that card before you have to admit, "this properly reflects us". I can tell by the demeanor of the other officers that responded to that scene (especially the Sergeant who talked with the officer), not only is it acceptable, it is likely encouraged (by taking pictures of the aftermath?) Nobody deserves the treatment that worker endured. I am pro Police and all I can do is shake my head.

It took 8 to bring him down and he only weighed about 160. We had to go bail him out the next day. They wouldn't mess with him unless there were at least 5 of them and that was just to talk to him.

It was so obvious that he said he has to pick himself up to pick out his ID from his pocket. He is a stout man with relatively tight fitting clothing. Any officer who's turned pockets knows the difficulty in removing items from the pockets in these conditions, when the body is in fetal position. I've never seen cops arrest or rough anyone up for drinking in public. The most police officers can do is issue a citation. I've once seen a young lady drinking from an open container of alcohol on the train and she was stopped by police. They issued her a summons because she shouldn't have been drinking, and that pissed her off so she cussed them out. She also followed them down the station and filmed them. Even after she cursed them out, they politely responded to her "well you shouldn't be drinking in public, we gotta go now, everything you need to know is written on the ticket if you don't like it, bye". I lived there, one night a police car blocked the entrance to my apartment and when I approached he was hitting on a lady I presume he had pulled over (maybe followed her from the bar a block away?) When I asked if he could move so I could go home he ignored me & 10 minutes later came over and asked me if I would like for him to "Pull back my arm and turn you into a bloody stump?" I was astonished. Creepers in San Rafael PD are notorious; there was a big old drinker officer known locally as silver fox who would always hit on the ladies but that language toward a citizen? They also need to carry their own liability insurance and pay for their own liability insurance versus having a umbrella policy under the department paid for by taxpayer dollars. Maybe if they pay for their own policy and the insurance company ends up canceling their policy because of excessive force, etc and they can no longer be a fake cop as I call it. If an officer is found to have lied in an official report, EVERY official report that officer has ever made should be re-evaluated to determine if the suspect argued with it, and every case should then take the suspect's words as true when it contradicts.

It’s getting better because officers are kept somewhat honest with the camera footage but they are just making adjustments to keep violating people as usual. Did anyone else notice how shocked & discussed the paramedics looked when they asked what happened? You could tell by the look on their faces that the didn't believe the officers story & that they thought there was a fight. They knew what was up.

“We are conducting an investigation on ourselves and we found ourselves to be innocent” both these officers deserve to be fired, sued and charged for felony assault and false reporting. People are still oblivious and unaware to how widespread officers make up or tack on serious felony charges, they do it all the time on minor offenses to inflate their arrest and they especially do it when they don’t like the person for whatever reason. The San Rafael Police Department has stated on a number of occasions that these events do not properly reflect them. On one occasion they picked up a homeless man
(in San Rafael) and then drove him across the Golden Gate Bridge and dropped him off in San Francisco. Now you have this event which looks to be an excessive and unnecessary use of force. At what point will the statement "this does not reflect us" no longer apply? How many times can you play that card before you have to admit, "this properly reflects us". I can tell by the demeanor of the other officers that responded to that scene (especially the Sergeant who talked with the officer), not only is it acceptable, it is likely encouraged (by taking pictures of the aftermath?) Nobody deserves the treatment that worker endured. I am pro Police and all I can do is shake my head.

I don't know what video you were watching but the video clearly shows when the female officer went to place the mans hands behind his back, the man purposely was trying to place his arms in front of his body. Seems like resisting to me. The man's other two friends were very compliant and respectful to the law enforcement officers from what the video shows.
Even with body cam, they lie and back each other in their lies. The police woman could have explained the orders in Spanish. They give confusing orders intentionally to make you afraid. She didn't throw punches but she started it.

It took 8 to bring him down and he only weighed about 160. We had to go bail him out the next day. They wouldn't mess with him unless there were at least 5 of them and that was just to talk to him.

1) Not everyone has their wallet in their back pocket.
2) Perhaps the victim's jeans are tighter than yours since he was working and sweating all day.
3) It is easier to quickly remove a wallet from a back pocket if one stands vs sits. Perhaps the victim was simply trying to comply ASAP with the questionable order given.
4) What harm or threat was done by the victim standing?! He wasn't armed as far as we can tell.

That’s the job of the DA and the Feds (if civil rights laws or other federal crimes apply). The problem is those entities use their “discretion” and decide NOT to even investigate. Any officer who's turned pockets knows the difficulty in removing items from the pockets in these conditions, when the body is in fetal position. Sitting on the curb creates that position and clothing is made even tighter.

@mtmta2009 Maybe it was a nervous laugh of shock as to why they are being stopped by police for drinking outside. It probably never happened to them before so this looked like a shock to them. I've never seen cops arrest or rough anyone up for drinking in public. The most police officers can do is issue a citation. I've once seen a young lady drinking from an open container of alcohol on the train and she was stopped by police. They issued her a summons because she shouldn't have been drinking, and that pissed her off so she cussed them out. She also followed them down the station and filmed them. And they just said "bye, have a nice day". Even after she cursed them out, they politely responded to her "well you shouldn't be drinking in public, we gotta go now, everything you need to know is written on the ticket if you don't like it, bye". These two officers in this video clearly escalated the situation from the get go.
They gotta make that weekly or monthly quota 🙄🙄

I lived there, one night a police car blocked the entrance to my apartment and when I approached he was hitting on a lady I presume he had pulled over (maybe followed her from the bar a block away?) When I asked if he could move so I could go home he ignored me & 10 minutes later came over and asked me if I would like for him to "Pull back my arm and turn you into a bloody stump?" I was astonished. Creepers in San Rafael PD are notorious; there was a big old drinker officer known locally as silver fox who would always hit on the ladies but that language toward a citizen? Forget the fact that the fees and penalties of traffic and basic infractions extremely surpass the damage done by the offenses.. that's just scary. Hope they get what they deserve. We need to demilitarize the government & police, its getting way out of hand.

If an officer is found to have lied in an official report, EVERY official report that officer has ever made should be re-evaluated to determine if the suspect argued with it, and every case should then take the suspect's words as true when it contradicts.
