The language filter is a preference, plenty of russians get placed into games with people who checked only the english box when they checked only the russian language box.

Communication is vital, and if you can't communicate you need to not play.

Region lock would be terrible. South American servers are located in Brazil. So If you are living in Chile, for example, you have better ping in US, because for some reason, there are no direct internet connection from Chile to Brazil. But Brazilians are thinking about region-locking themselves, because of NSA, i.e. less BR and more Peruvians. Valve should build more servers. Also Russian servers are located in Stockholm, for some reason. Very good, if you are a Russkie living in Vladivostok or any other Siberian or Russian East Coast town. gg Valve

Peru is in southamerica (we are not mexican :)) and we stress a little bit to much when a game ends up losing by stupid things e.e but that is not my case :D
