the cluster missle is based off a real missle that is designed to cause as much shrapnel damage as possible by detonating near the aircraft, sending millions of little pieces of metal into the plane

This is what some antiaircraft shells do, they have a timed fuze set to explode after a certain amount of time. This enables a HE shell to, instead of exploding and simply leaving a hole, causes catastrophic damage to the interior of a target.
