The applicator for the Ilia beauty matte pigment is like that because it's for your lips as well. I wanted to like that but sadly it didn't work for me and I had to return it.

I haven’t gone back to Ilia since I tried their tinted lip conditioner and hated it. It smelled gross and the packaging was like nails on a chalkboard to me...if that makes sense. Although I do love their blush sticks!
