The dean is actually the burnt father that's a telepath/pusher like Cate. That's why Cipher has no V in his blood and Sage covered his eyes while they did it in the bathroom (it wasn't for the son's eyes) and reads minds. The dad is probably burned from Cipher when he was himself but was taken over permanently when it didn't kill him.
