In my own opinion, storm boat were actually the best mount right now, and if you are archer it's much more better considering it will be much more harder to burst you, but I think when against another archer ox is better Always use envoy/night glow/astronaut duck if using archer class, my fellow viewers hope this helps
Tested it extensively against other Archers that also uses the OX, and the OX was better every single time, Unfortunately I can't test against other classes as I dont have any mage or monger as strong as me in my server. they pretty much die straight away.
Boat actually doesnt stack that way, Only reaches up to 90% when you get reduced to 20% within less than 8 seconds, since 2 of the additional cc resist are actually time limited

If the skill delay will be implemented, the boat is defenetly better than blue ox. But for now i think it depends... 50/50
To get the more accurate results you can always try to record in two days and face the same opponents using two different mounts
