None of these helped for me. But what i did that helped me was that i first of all uninstalled utorrent/bittorrent completely from my pc. (make sure to click "delete all files" when your at the end of the uninstallation).then i uninstalled my VPN app and restarted my pc. i downloaded utorrent again and i made sure that i didnt click off anything else besides "download opera browse", and it all worked fine ever since! hope this helps for someone down in the comments :)
Also you can try to fix it on another way. When I stuck on connecting to peers I press right click on the bittorrent I try to download and press "delete torrent + data". After deleting it go and try again to download that same bittorrent you deleted.

My torrent file wasn't stuck on CONNECTING TO PEERS but it was crazy slow (o.5 kb/s) but after doing this it's gone up to 200 kb/s. I feel so stupid because I'm not new to torrent as I've been using it for like 6 or 7 years now but never knew this method exited. It's amazing. It didnt work for me but I fixed it. So the issue was that the Internet Provider from my Hostel was blocking torrent downloads. You need to get a VPN or an app called “Windscribe“. You can download up to 15GB per month free.

I have several movies that have stopped downloading before they finish.one stopped at 99.4% and another at 99.6%.Others at different percentage.I thought that if i just gave them some time they would finish but it has been two weeks now still don’t finish. Try making sure to have returned each of the addresses when I tried first it would only add one. like this: udp://tracker.torrent.eu.org:451/announce udp://open.demonii.si:1337/announce Keeping a space in between!
it will say "offline (timed out) on each tracker find one that has a "working" text instead of the other one. if not, try other trackers from other sites. it's easy to search for tracker but beware for other trackers that might bypass your system and instead, track you
