Millenia card is now life time free( many users like me got this offer) moreover it is easy to get while cashback is very hard to get. You can also collect rewards points in every purchase while cashback is not giving any reward points. Though only 7-8 merchants listed but these are mainly used by most of the users. So I think millenia is the winner
I started seeing the HDFC Moneyback+ lifetime free offer in HDFC NetBanking, thinking I might see Millennia LTF soon?

absolutely and 90% of people don't even need to purchase more than 20000 a month with credit card. Excluding some exceptional purchases like buying a mobile phone. I've also got HDFC Millenia LFT.

If you use lounges and travel by air a lot, then better to go for a travel card than a cashback type card. I arrive at the airport 2-3hrs before my flight and don't really need to use the lounge. I would guess that's the case with majority of the travellers.

Considering hdfc lounge access is wrong. To use lounge access every quarter using hdfc millennia card you have to spend Rs 1 lakh in a quarter.

SBI credit cards don't give LTF cards. At max you can get FYF (First Year Free), or gift voucher for first year against payment of first year fee.
The only way to not give annual fee is to attain the yearly spends
