+Lydia Noreen thank you so much. Yes you can it will just lay flatter. Alternatively you could tie a scarf into a bun underneath before tying your hradwrap, this way you can still get the full shape.

You just kind of need to manipulate it with your hands. You could always try creating the folds after you tie the scarf.
