You have to be, those blades are extremely dofficult to use at longer lengths like she has and can be even unpredictable. So dedication and practice to perfection is needed to do what she is doing to get the most out of it.

Mitsuri is the only Hashira who doesn't have a tragic and a horrible background or backstory and despite that she's so humble and loving and kind. She's one of a kind.

The fact that she was able to incorporate the art of martial with a swift flexible movement in a form of a dance as her fighting style is insane. With that flexible sword, one wrong movement would definitely lead to a lost of a limb yet she proved to be the only one capable of using it in the entire verse. She is definitely a worthy apprentice of Rengoku.
