You can just breed the gen 9 with a horse that’s never been bred before and it can be the same horse breed or different but make sure it maxed and never bred before to get your gen 10 Hope this help :D

To do it you have to breed your gen 9 anda morgan into a BRED Andalusian it can be any gen as long as it's a purebred anda and has been bred before. the goal is for you to get a pure Andalusian gen 9 ( you may fail and get a crossbreed at first try but just keep on doing it until you get the pure anda gen 9 just make sure to use a bred horse while transitioning because if you use unbred you will get a gen 10 but not the crossbreed you want ) Final step is to breed your gen 9 Andalusian into UNBRED gen 0 Clydesdale and you should get a gen 10 anda clyde foal.
It was all over the map that was just the areas i found. I only did the quest twice and each time you do it you may or may not find a bag in the same spot.
I get the whole legal side of it. But it is not fair to all the players out of the US. Hopefully they will change the trading of it so people with it can trade to those who don't.

If you can't access it maybe your area is not part of the deal. You don't have to do anything it will just appear in the game if you're eligible.
