I'm sorry if didn't understand your meaning well , But as far as i understand from what you've wrote I'm going to say this :he is teaching those who doesn't understand English and to be specific he is teaching that in Arabic and giving the basics of data structures ,So he is not reserving nor blocking information he is just translating that info to Arabic :)
