Beautiful song and one I’ve been playing a lot lately, although I play A7-D-Dsus2-G-A chord sequence in the original key. Currently learning a ton of Neil Young songs. The Song X database is a goldmine for Neil Young fans👍

His wrist may block some strings, but..... if the right hand is just up and down, it is the left hand that does the hammer ups and downs, blocking of certain strings in chords, etc..... the right hand picks the strings ..... whether one, 2, 4 .....upper, lower, where and when, but the pendulum motion of the right is really not "behind the scene" intricate. When I started to play guitar, back in 1969, I kinda found that style on my own. To me, it was pretty easy using my right hand to keep the beat, pick the notes I wanted, but the left had does the other 7/8s of the way it cones out of what I hit. As long as you keep it totally in sync, it is smooth. Thanks for commenting on my comment.

He constantly changes the angle of attack on the strings, picking notes as you mentioned, but also softer and harder playing, muting, etc. It's a particular feature of his playing as he normal keeps things relatively straightforward on his left hand, partly due to the issues he faced after polio. It really is about the feel with songs such as this. Neil's, Old Laughing Lady, from the unplugged album is a similar feel. Relatively simple songs, easy to play, but so hard to get that feel, and buying a guitar for a stupid amount of money won't make it happen!

What a superb songwriter. It always sounds like his guitar is out of tune when he plays lead to me though. Crosby Stills and Nash were a superior band when he was in it.

check 07:50; it's a counting thing as you count six strums in a bar here. Most of the bars in the chorus are 6 strums of the same chords. There is no law preventing you of doing this in a 3/4 fashion but you might be doing thing in less predictable places as soon as you start decorating the song yourself with passing notes, chord embellishments of melodic parts.
