Either travel back in time and unlock it as part of the Road to BFV promotion, or wait for all the Mondragon skins to show up in the skin exchange rotation.

Not even in-game? I know I have issues with trying to apply skins in the soldier loadout from the main menu.

Do you have any skins for the Mondragon? If you don't, then that is why it doesn't show up..
