Barney in 1990 was a monster. Nearly 30 yrs later and no one could keep that up. An expected change/progression for a band that’s been on the road for so long. Are people actually faulting him?
Actually, it sounds more like he changed the technique in 00s. Went from classic death metal growl to hardcore-ish shouting, and the latter arguably puts a bigger strain on cords. His clean voice is bright and smooth and not hissy or raspy. Permanent vocal damage doesn't sound like this (and I have it).
Firstly, I think the band have evolved and developed in amazing ways - much more so than any peer I can think of - I can hear echoes of killing joke and Swans in their new material. On this basis, I doubt that the change in vocal stylings is to do with ageing, and likely with finding a different type of voicing for where they are at now as a band. My take is that the Cookie Monster vocal was mind-bending in 1989, but the newer no-wave/hardcore stylings sound much fresher and less cartoonish in 2020, which is important for the weight of the material.

Good video but weird how it just skips right over the 92-94 period & then just dips in & out at random thru the following years... Those listening closely will notice he went for a notably different approach from his Kam Lee style on "Harmony" to his vocals on "Utopia". What it does show clearly tho is how in the last 2 years or so, he seems to have blown out his live voice. I must say I kinda saw it coming, the way he's just kept pushing it the last decade... If he doesn't tone it down or go for another approach again, he'll have no voice left!
I liked his vocals on Harmony Corruption and Utopia Banished, in fact they were the albums which got me interested in Napalm Death. Fear, Emptiness, Despair I don't remember liking that much and my interest died.
His voice was still great & deep on F,E,D. It's after that when it definitely declined, along with the music. But he got more aggressive (again, along with the music) in the 2000s
One curious fact: Barney's first band was not in fact Napalm Death, it was Benediction, the iconic british death metal band formed in Birmingham, England in the start of 1989.
