The council gave the Notification of Decision " the Prior Notification Prior Approval is required " what does it mean? After 2 months (passed 56 days ) We asked them again that " The barn is granted after 56 days?" The council said " No" They just told me they are making the refund. Next day, They sent e-mail again that they have made the refund. Why ? What does it mean? Can they just do like this ?
