In my opinion Pollock Pines wins hands down for that purpose and budget. It is Tahoe on a budget, gorgeous mountains, beautiful lake and a median home price under $400K. However do be advised that you need a permit for a short term rental in El Dorado County and they only allow a certain number of permits within a certain mile radius of each other so you have to do your do diligence when you find your investment property of choice with the county to ensure that a permit would be available for that location. Even then you won't be able to get the permit during your escrow period so the fact that a permit is available or possible in that location because there aren't any other air bnb's close by is still no guarantee that the county will grant you a permit for your short term rental so there is always some level of risk that you won't be able to use that property as a short term rental. I got a great deal for a buyer on a home in Pollock Pines earlier this year because the owner bought it, didn't do their do diligence and found out there was no permit available becuase of another air bnb around the corner and the county shut them down on short term renting it and they had to sell it.
