If she can t ult she is équivalent as him + have no downtime and can be played with better sup than him cause neutral on sp cost. Jingliu overall is stronger than lunae + extremely easy to build. With bronya jingliu can up to 100 cr for 350/400 crit dmg with 4k5 atq and 12% def ignore + def shread of pela. To a point it can t be compare even more in burst side when jingliu with e2 bronya can play 4 time in the same turn.

Speed doesn’t really matter in cases like this. The pure raw damage makes up for it. For those who can’t afford to E6S5 yeah, speed is the better option for cycling, unless you somehow manage to get the right amount of speed from substats alone
