That's a made up character. Sheng long is actually the dragon 🐲 🐉. When Ryu said "you must first defeat Shenglong before you can beat me" he meant the dragon 🐉.

All SF2 characters are only listed either by their given name or surname, like Ryu, Ken, Guile, Zangrief, E. Honda, M. Bison, Sagat, Vega, etc., nobody is listed with given- and surname. This is why Chun Li or Fei Long should also be spelled Chunli and Feilong, because its only their given names, not a given name and surname.
