From what I've tested/experimented with, if a toggle button is flickering like that, it's because the load on whatever power source it's connected to is far beyond what it can handle. Basically what's going on is that everything drawing power from, let's say, a small battery is emptying it (theoretically), but that's too much power than it can provide. Everything it's powering will end up shutting off, which ends up restoring whatever charge the battery had remaining, which tells everything it's connected to that there's "power available again" and they all draw the same amount of power that exceeds the amount the small battery can provide. It just loops this continually and it doesn't matter if you have a charging system hooked up to it, it's more about the load put on the actual power source itself. So make sure when building things that you spread your power load evenly. Going through a breaker tends to circumvent this, but there's always exceptions to what seems to be the rules.
