Personally, I think it’s up to interpretation, but the game can simulate life. Someone grows and changes, ponders back and forth between decisions and eventually even with the people close to them, they can drift apart. They went through the levels together, they had fun, but changed and grew. The cat no longer saw the same cats she had seen in her friends in the past. Now heartbroken, she boxes herself in a mentality that would ‘keep her happy forever’ so she wouldn’t have to feel the pain any longer. The game Cats are Liquid - A Light in the Dark (or something like that) suggests that that game is the mentality/world she boxed herself up in as everything feels familiar, she can’t remember why, she feels the same heartbreak through different things, and ends up wanting to ‘restart’ as she cannot leave it.

it's actually the player's decision, although the final achievement has the title of the first game, During the game there are many references to make you think that this is a sequel (just pay attention to what the narrator says in some worlds), but also in the end the cat says that giving you the idea that it is possible that it is a prequel as well. So it doesn't matter if you say it's a prequel or a sequel, because it's that xD
