Touch voltage(tention)in swimmingpools gets pretty low.
We tried it and anything above 30V can be 'nasty'.

Surely if you touch a live part with you left hand, current is still going to flow through the heart and even more easily with a higher touch voltage? I guess they are counting on everyone wearing shoes to act as an insulator
