Engaging in a coverup is evidence. Government officials denied observers from performing their work as directed by state law. A judge ordered them to allow those people to do their work and the government officials still refused. That is a cover up, based on our knowledge of what it was they were being prevented from doing. We don't know for certain exactly what was covered up but the coverup indicates knowledge of something and intent. There was only supposedly one thing going on so it should be pretty easy to conclude what was being covered up.
