This is Part Two of my audit content of my experience attending Bethnal Street Police Station. The police station is being refurbished and I ended up going to Wydomeham Police Investigation Centre where the public enquiry office had been relocated.
This is how I was treated at the Police HQ by front counter staff. what a messy afternoon this was. Then from out the blue Chief Inspector Banks appeared and we see the conclusion of this saga.

Cracking. Though I smiled at your comment "I don't go out to antagonise people". I started to feel sorry for the front desk staff who bear the brunt of the problems their ranking superiors cause, but then I realised that they were, indeed, doing a really bad job. Telling people who want to make legitimate in person complaints to go elsewhere might result in them deciding not to bother, and is in any case plain incorrect. It's a lesson those staff really did need to learn. It's easy to spot classic undereperformers in the service industry, and sadly, many of them have already reached the peak of their abilities. But for employers who choose not to performance manage them, they will be forced to nudge them a few centimetres toward competence after occasions like these.

The very epitome of obfuscation from the police office and the police staff ladies did their best to palm you off seemingly. However to be fair to them they may have been a bit confused as to the procedure of a member of the public to make a complaint. It may be the case that a person who can’t read or write or maybe had learning difficulties wanted to complain about something, how are they supposed to proceed ? That is why a person can complain in person at a police station or to an officer.

What you've got to understand is that they don't like complaints, and if they keep closing so many police stations it will minimize the number of complaints they get. That's a win win for them. Not so for the public, but when did the public matter?

    • @adenwellsmith6908
      @adenwellsmith6908 8 месяцев назад +12

They don't. However there are things.
      1. Go to a police station to complain first. If they don't take it that's a second complaint
      2. Submit both via the IOPC. There's a third party with a record of the complaint.
      3. Use the words "schedule three". That means you must get a decision letter
      4. With the decision letter, you can go to the Police and Crime Commissioner for an appeal
      5. The complaint, state clearly you want to see all the officers statements, body worn video, about the complaint so you can respond. If they don't they get screwed. It's a legal requirement.
      6. Submit the SAR [subject access request] for the video and documents. If they don't give it to you in a month - complain. What they then do is apologise but don't give you the decision letter for that complaint. After all they don't want to uphold complaints, they are bang to rights. Upheld complaints go on employment records, and on the statistics. Too many and its on special measures. The police naughty step.
      7. On the SAR, take it to the ICO [information commissioners office] It's breaking the law. A fine is proportionate.
      8. What do you want to have happen? You need to decide. You need to tell them in the complaint that you want X to happen and X is a "proportionate response". Why? That's what the law says. The response is proportionate.
I won 9 complaints last year. I've become good at it.
I have one at the moment. Parking on double reds to fine people parking on double reds. An offence, and they know it. What's interesting is that they have tried to pervert that complaint forcing their FOI department to change a response to a FOI request. That's escalated it way beyond what it originally was. The orignal one is just police being ignorant of what their powers are, and the proportionate response is a memo to all basic police drivers reminding them of what they can and can't do. Pushing that a bit farther in my view they should sign off each year they understand what their powers are. Happens for bankers, should happen for the police.
But the trying to subvert the complaint is far more serious, and so its escalated.
The FOI, I guessed what they would try to do to get out of it, FOI'ed to prevent that. The response said we follow the national regulations for basic drivers.
So there are lots of ways of using the system to get change.
PS On the 9 I've not included failures on the FOI/SARs where they were late. They have been told, if they misbehave on the red route one, that all of those will get additional complaints, one each. Where is my decision letter? Why haven't I had my monthly update?

And when you phone 101 and get an agent they will not put you through to a police officer but prefer to tell you the law without an ounce of knowledge or training. Not only prying into private business but saying that a police officer will only tell you what they have said. That is if they give you any information at all. When they do give you information they are actually practising law unlawfully and do not have a clue what they are talking about - you may as well phone MacDonalds because you would probably get better information and service. Which brings me to my next point - that of service! We are all paying extortion amounts for our police service but cannot access it. The last thing anyone on 101 wants to do is allow you to speak to police and it appears to me that police front desk staff are just the same. You can clearly see what I mean having watched this video! I honestly think we should all be asking for a refund of our taxes when we are met with a non service like this.

@@chrisbevis7725 Let me give you some numbers. 35,000 officers in the Met. 12 Basic command units. 2,900 officers per unit.
In Southwark, 25 officers on front line duty. 3 shifts, 75 a day. Double that for holiday, training and sickness. That's 150.
What are the other 2,750 officers doing?
That doesn't include front desk staff. They are civilians and not officers.
That's the problem. We have a major disconnect with reality with those running the police.
For example, lots of officers fining people for parking on double reds, and to do that, they park on double reds.
Lots of officers enforcing £1.50 bus fares, but no officers for burglars where they steal thousands.
Lots of officers to protect MPs, but none to deal with the mafia, wanted for homicide, in front of New Scotland yard.
The police have become completely deluded.

One thing that those who are S43'd need to do is to wait a year, and demand a copy of what the police have sent the home office. They have to report to the home office use of S43.
What's the betting they don't do that?
We've seen plenty of cases of the section 44. It's been repealed. So what's the betting they are not reported, or reported as something else.
That's why if you are searched you want the paper copy of the search then. If they say go to a police station say you want that recorded in their note book and you want to sign the note book with any observations of yours.
That way, the section 44 to 43 switch can't be made. The reason is they have to enter it into a computer system and Section 43 isn't an option. So they falsify the records.

This was a brilliant & funny video, very entertaining indeed. Because this is my constabulary & now I can put another face to a name Of someone who pops up in my case, that of being "stitched up" for an "alleged incident" that never actually took place (yep, you know that type?).Well you had perfectly captured & picked up on ,their air of arrogance, completely uninterested in their interactions with members of the public, or to even listen to them (all of what one says, goes through one ear & straight out the other!) contemptuous & dismissive,(I could go on..) Their "priority is you"? Do not believe that for one moment, as that is "fake news & misinformation" Their logo should be "Our priority are our mates". As for hoping to get a CAD number for anything, from that Control Room, forget it,!! As their motto must be "bin it", all day long. Even trying to report & log a crime for Hate & Harassment, gets marked down as either a" Medical Negligence Claim"?? Or, a " Mental Health Incident"???(yes, that is true) & then it gets binned!! As for our friend Inspector Chris Banks, he does come over as polite(which is a nice change) But ,..likes to have his early morning "conferences" with PSD on how to get rid of a complainant Whoops! Maybe you could follow this audit up with another visit & request to see a member of staff, from their not so very Professional (NO Standards) Department, That will be a good one, I am sure that will be even more entertaining & I know just the person that you should request to speak with .hahaha PS then the Crime Commissioners office too!

The reception ladies, in fairness, do not appear to be Police station counter staff or trained as such so you may have been a bit unfair to them. What is obvious is that there are a series of deliberate obstructions put in place to discourage complaints - they must have something to hide and/or just hold the public in contempt.
