Sampling is what makes Scooter, Scooter. Same as with Daft Punk, just about every song they make is a sample of something. If it works, and breaths life into a song that used to be unknown, good for them for showing us a sleeper hit in their own style.
Yes, the inspiration is "Walking In Memphis" ('91), written and performed by Mark Cohn. Cher also did a cover of the song in '95 which was released as a single. The intro to "I'm Raving" is the Cohn original version almost note-for-note, especially the piano part. Scooter probably just digitally sampled the track after they cleared the song rights.
