The problem isnt whats being printed its whats doing the printing Solution:When you scan the desired object the printer sends the images to another location (a server or whatever) and what you want to print is monitored and certain objects would be allowed to be printed while others arent. Bam gun problem, solved this idea isnt perfect, people will find ways around but you just improve and improve
if someone wanted to kill people they could enhance a car or nailgun or inkpen and be equally or more deadly than a single shot pistol. it is peoples own fear of what they might do with these things that make them scared. plastic isnt dangerous and gun blueprints arent either. I could have an arsenal of guns in my house and feel confident that no harm would be caused by them short of personal defense.

This solution that you propose is so easy to subvert it wouldn't even be worthwhile trying to implement it in the first place.
