Its a typical attribute and defining part of 'Mainstream UK Garage' to have really fast drums, snares and percussions accompanied by slower vocals and melodies... your'e right it gives it a juxtaposition where it sounds like a slow chill song but at the same time is also fast to make you want to dance (it does originate from normal 'uk garage' which is clubland music after all so it IS dance music at its core as opposed to pop) 'Cool with you' and 'new jeans' being the same genre are also like this... especially 'cool with you' which sounds super chill at first but when you really listen to it the rythmn is actually really fast. Also the percussion beat in this is actually a sample (or perhaps remade interpolation) of the powerpuff girls theme music :)... they use it again in their recently released 'right now' song.... although in that its sped up to match a more jungle/drum and bass sound rather in this where its slightly slowed down to match a more uk garage tempo.
