pemerintah sepertinya abai bagaimana pola tata kelola pangan seharusnya dijalankan. contoh nyata diabaikannya pola tata kelola pangan adalah, hampir semua desa tidak ada lagi lumbung pangan milik warga atau komunitas. pada masa panen, para petani langsung menjual hasilnya seperti gabah kepada para pedagang atau pengumpul.
memang masih ada menyimpan namun sangat terbatas. tak sedikit yang menjual semuanya lalu mereka membeli beras untuk kebutuhan sehari-hari atau juga menunggu jatah beras miskin yang sekarang populer disebut beras sejahtera. petani dapat beras subsidi. sungguh aneh namun nyata. mereka yang menjadi produsen pangan namun mendapatkan beras bantuan
