14:30 Same reason why Poland is building a lot of expressways that have the exact same inter-city function as an autostrada. Not the same political baggage, even though they're both equally destructive for the environment.
This is the kind of situation where the most effective solution is the one people will accept the least: just don't live there. Second best option is to keep the road as is, when only talking about environment.

At least the Poles delivered a real upgrade for the traffic conditions. In the case I'm showing here drivers are getting almost nothing and the environment has still been very compromised.
